Bassam Khoury
Bassam Khoury
Chief Executive Officer
Bassam Khoury is the Chief Executive Officer of the ICS Group. Bassam specializes in e-Government, Customs Modernization and Reform Programs and has been instrumental in developing and delivering quality services to clients. He has had over 25 years of management and public accounting experience in the United States and the Middle East.
In 1997, he joined Agility as its Chief Financial Officer. Prior to joining Agility, Bassam was an Audit Manager with Deloitte & Touche, in the United States and Kuwait. While with Deloitte & Touche, he managed a large portfolio of clients in various industries, including Oil & Gas, Banking and Car Rental. He was also responsible for staff recruiting and training.
He earned a Bachelor of Science degree in Accounting from the Lebanese American University.
Ismail Abed

Chief Information Officer
Ismail Abed is the Chief Information Officer (CIO) at Agility. He has over 30 years of experience in the IT industry and as such, his contributions are essential for proper implementation of the MicroClear® projects. Ismail is able to deliver key strategic projects through his ability to properly manage and lead IT teams.
Prior to joining Agility, Ismail worked for FedEx as IT Director (Sub Saharan region) and also as the eCommerce Advisor for the Middle East, India and Africa regions. He has held several key positions in the IT departments of various leading organizations such as the Bidvest Group, Johannesburg Stock Exchange and SPL.
Girish Chandra Dube

Chief Solutions Officer
Girish Chandra Dube is the Chief Solutions Officer for the ICS Group. Girish is also responsible for overseeing MicroClear® product development, project implementations and ensuring and maintaining the quality of the product. He actively participates in project customization and implementation. Girish has over 25 years of experience in system development & deployment. He has spent more than 15 years working on customs related projects.
Prior to joining ICS, Girish worked for Abdul Latif Jameel as Senior Systems Analyst. He served in the IT departments for various organizations such as Saudi Arabian Marketing Company (SAMACO), SIMA Advanced Technologies and Asia African Legal Consultative Committee (UN).
He earned a Bachelor of Science in Computer Sciences from the Osmania University in Hyderabad, India.
Dato Mariappa Ramayah

Subject Matter Expert
Dato Mariappa Ramayah is the Subject Matter Expert with more than 35 years of experience in Customs and Trade Facilitation projects. Dato is responsible for overseeing MicroClear® product development, ensuring compliance with the latest international standards, guidelines and best practices, and future-proofing it in the wake of fast-changing landscape of trade, commerce and technology. He is in charge of the team responsible for product enhancement and the preparation of the product roadmap. Coming from a background of about three decades of experience in international trade policy, reforms and modernization of border system with ICT-based systems and processes, his contributions are crucial to MicroClear® ventures.
Prior to joining ICS, Dato was the Director of Intelligence (Royal Malaysian Customs Department). He has domain expertise in customs management, customs enforcement, compliance management, customs and international trade best practices (WCO, RKC and others), Intelligence Management and Risk Management. He is involved in research, design and setting the pace and objectives for different modules (such as risk management, enforcement and prosecution modules) based on national and regional needs and best practices. In his role as Director of Intelligence, he liaised with different industries (in control of smuggling and contrabands) and other agencies (other regulatory and enforcement agencies) to ensure legal flow of goods in the country. He was the Team Lead from Malaysia Customs Working Group for Financial Action Task Force on Anti Money Laundering. He presented a paper on “Royal Malaysian Customs Department’” experience on Risk Management at ASEM (ASEAN Senior Economic Ministers) – Customs Working Group, in Peru (2008). He contributed to WCO on Tariff Nomenclature, representing Malaysian Customs – on biodiesel and other products (2009).
He earned a Bachelor of Social Sciences from National University of Malaysia and Bachelor of Law – LLB (Hons) London University. He took part in trainings such as the training on Risk Management and Targeting System, from US CBP and Australian Customs (2014-2015) and attended workshop on “Anti-trafficking of Humans) in London, United Kingdom (2014). He participated in conferences and workshops in Brisbane and Paris (2015).
Dr. Carlos Schiopetto

President of ICS Argentina S.A. Commercial Director for Latin America
Carlos is responsible for the implementation of a price research program for Argentina’s Customs Administration, and for managing the operational relationship between ICS and the Government of Argentina. In addition, Carlos is also in charge of all activities carried out by ICS Argentina and the implementation of all ICS’ other contracts worldwide.
As Commercial Director for Latin America, he conducts technical presentations to customs organizations throughout Latin America on ICS’ different solutions related to valuation, compliance with the WTO guidelines and goods inspection. He implements and develops these solutions, and maintains contact with Latin American governments to provide technical and legal advice both prior to and during the implementation.
After obtaining a Bachelor of Arts in Marketing, Carlos has done Postgraduate studies in Labor Law, Conflict Resolution and International Negotiation. Thereafter, he was awarded a Doctorate degree in Law. He is a member of the Argentine Council for International Relations.
